Resumen

The Government, for the purpose of carrying out common state ecological policy and strategic plans of stable development, decrees to set up state funds for environmental protection in accordance with the attached list. Ministry of Ecology and Natural Resources is entrusted with the task of management of these funds. The Government decrees to validate the Regulations on State fund « Republican fund for environmental protection » and Model Regulation on local state fund « Provincial (municipal) fund of environmental protection ». The document contains the list of state funds for environmental protection and 2 Regulations. The Regulations consist of XII Sections. Section I lays down the general provisions. Section II determines the priorities. Section III establishes the main tasks and the sphere of competence of the fund. Section IV determines the rights and the duties of the fund. Section V concerns the administrative bodies of the fund. Section V determines the sphere of competence of the administrative bodies. Section VI deals with the management of the fund. Section VII determines the authority of the administrative bodies of the fund. Section VIII concerns the formation of the budget of the fund. Section IX regards the use of finances of the fund. Section X regards registration and book-keeping of the fund. Section XI establishes liability. Section XII deals with the re-organization and settlement of debts.
