Ministerial Decree No. 1693 validating the Regulation on state supervision over turnover of narcotic substances, psychotropic drugs and precursors.

This Ministerial Decree establishes the sphere of competence of the Ministry of Natural Resources and Environmental Protection related to turnover of narcotic substances, psychotropic drugs and precursors. The Ministry of Natural Resources and Environmental Protection shall carry out the following functions: (a) expert opinion on growing, cultivation, collection and procurement of prohibited crops; (b) research; (c) validation of environmental impact limits in the process of destruction and disposal of narcotic substances, psychotropic drugs and precursors. The Ministry of Agriculture shall carry out the following functions: (a) supervision over the use of narcotic substances, psychotropic drugs and precursors for veterinary purposes; (b) supervision over plant selection activity with a view of preventing level increase of narcotic components in plants; and (c) supervision over localization and restriction of the population of cannabis and other prohibited crops.
