Resumen

This Ministerial Decree shall be applicable to all categories of forests and shall be compulsory for the state executive bodies, forest managers and forest owners using forests for scientific research purposes. Scientific research includes research and experimental activity in the sphere of forestry, botany, soil, zoology and forest pathology. Plots of forest estate can be conceded for research on the following conditions: (a) lease; (b) usufruct without expropriation of the forest owner. Forest use for scientific research without expropriation of land of the forest owners shall be authorized by the forest service on the whole territory of the forest estate in accordance with the application containing substantiation of scientific research activity. Felling and other experimental activity in the water protection zones shall be carried out by agreement with the authorized state environmental institution, forest service, water basin institution and the state executive bodies. Expropriation of the forest resources for scientific research purposes shall be carried out in accordance with forestry licence. Forest management for scientific research purposes shall be charged.
