The Act relates to milk and margarine products used for human consumption but is not regulating products to be exported (sect. 1). The Federal Minister for Food, Agriculture and Forestry may by order lay down hygiene and public health requirements for milk production. Permission for dairy production has to be obtained from the competent authorities. The sale of certain milk and prepacked products is excluded. Certain conditions for permission are set in section 4. The Minister will issue further directives on this matter. Detailed labelling requirements are to be found in section 9. Supervision on observance of the Act shall be carried out in conformity with sections 40 to 46 of the Foodstuffs and Consumer Goods Act. On this matter the Minister may issue administrative directives. Länder governments may enact regulations regarding matters of sections 3 (2), 4 (6) and 7, as far as not already regulated by Federal Authorities.
