The Act provides with respect to, among other things: prevention of ship-based pollution by ballast water; exemptions; adequate facilities for the reception of sediments; port surveys and monitoring by the National Maritime Safety Authority with assistance of other authorities; surveys and certification; ballast water management levy; a Ballast Water Management Plan as approved by the Authority for each ship; a ballast water record book for each ship; ballast water and sediment management; duty to report discharges; administration, enforcement, prosecution and jurisdiction.
