Resumen

These Regulations, made under section 356 of the Merchant Shipping Act of 1951, prescribe manning requirements for every seagoing ship or vessel registered in Namibia. They refer to the International Convention on Standards of Training, Certification and Watchkeeping for Fishing Vessel Personnel, 1995. The Permanent Secretary may require that personnel additional to those required under these Regulations shall be employed on the ship or vessel to ensure safety of life and property at sea. Specific requirements are made for fishing vessels operating in and outside the "defined fishing zone". The owner and master of the ship or vessel shall, for the purpose of employing additional persons on the ship or vessel, take into consideration all relevant functions, including the capability of the crew to perform operations, as appropriate, for the prevention of damage to the marine environment.
