O. 40) (the Act) and owned or operated by the Crown or a municipality, provided the sewage received by the works is treated; and those covered by section 53 of the Act, not owned or operated by the Crown or a municipality, but receiving any of the following types of sewage: toilet, sink, or culinary liquid waste, or similar sewage commonly discharged from residential areas, excluding stormwater, ground water, surface drainage, or land drainage. The Regulations classify sewage works into two types: 1) Wastewater collection facilities and 2) Wastewater treatment facilities. Owners of these facilities must apply to the Director for classification and certification, with each facility type having four classes of operator's licenses—Class I, Class II, Class III, and Class IV. The Regulations establish the discipline for licensing and operating standards, outlining responsibilities, record-keeping requirements, and more.
