Article 1 provides for the establishment of the General Authority for Water Resources. This Authority shall substitute the Irrigation Departments of Basins and the Technical Central Departments at the Ministry of Irrigation. Article 4 defines functions and competencies of the General Authority which are: (a) management, development and protection of water resources; (b) control of the exploitation of water resources and installations in basins; (c) preparation of strategic plans for the implementation of water policies; (d) draw up the mechanisms for exploitation of water resources in order to prevent pollution; (e) maintenance and development of water projects and installations; and, (f) study and draw up of irrigation projects. Article 5 provides for the establishment of offices for the Authority in all Syrian provinces. Articles 7-11 deal with the management and internal organization of the Authority. Article 15 entrusts the Minister of Irrigation with the issuance of the Authority's regulation.
