Resumen The proposed Bill aims to establish an overall strategic framework for national climate policy in order to move to a low-carbon society by 2050, for a resource-efficient society with a power supply based on renewable energy and significantly lower greenhouse gas emissions from other sectors, and that at the same time supports growth and development. The proposed Bill also contributes to transparency and openness on the status, direction and momentum for national climate policy (articles 1-2). In order to promote an academic coherent basis for decisions on national climate policy, the Minister of Climate Council shall act as an independent advisory body of experts. It will, furthermore, contribute with independent advice on the transition to a low-carbon society and its main tasks include the assessment of Denmark’s status on compliance with national climate goals and international climate commitments, the analysis of possible transition paths towards a low-carbon society by 2050 and possible measures to reduce greenhouse gas emissions, the recommending on the development of climate policy, including the choice of instruments and conversion paths, and the contribution to the public debate. The Climate Council should, as appropriate, prepare its consulting work involving relevant stakeholders, including business interests, social partners and civil society. The Climate, Energy and Building Minister shall prepare an annual climate policy report and submit to Parliament and which includes historical greenhouse gas emissions by sector, projections of greenhouse gas emissions, projected climate initiatives and instruments and projected future effects thereof, description and status of compliance with national climate goals, description and status of the implementation of international climate commitments, Climate Council recommendations, Climate, Energy and Building Minister's explanation and decision on Climate Council recommendations (art. 5).
