The purpose of this Law shall be to regulate the waste prevention, reduction of negative impact thereof to human health and environment, classification, collection and disposal of waste in order to reduce the negative impact on human health and environment, to reduce the amount of domestic waste, sorting, transportation, storage, reuse, recycling, recovery, export and import of hazardous waste and transboundary movement of waste. It shall be applicable to solid waste, hazardous waste, gaseous waste, liquid waste and radioactive waste. The originator of waste shall have the right of ownership, which may transferred on the basis of a contract. The right of ownership shall be terminated in the waste disposal site. Waste collection, transportation, management, disposal, recycling and reuse activities between waste management business entity and citizens shall be regulated by contracts. The following actions shall be prohibited to citizens, business entities and organizations: (a) hazardous waste disposal in the sewerage system; (b) throw garbage in public areas, green belts and drainage systems; (c) burning of waste in the open air; (d) incineration of synthetic waste in furnaces; (e) waste disposal in unauthorized areas; and (f) construct soil polluting latrines. Waste management business entities and individual entrepreneurs shall be subject to mandatory registration by public authorities. The amount and type of disposed waste shall be recorded. Collection and transportation of hazardous waste shall be performed exclusively by the authorized business entities. A report on the transportation, collection, storage, recycling and disposal of hazardous waste shall be prepared by the specific form. This Law consists of VIII Chapters divided into 43 Articles. Chapter I lays down general provisions. Chapter II establishes rights and duties state administration, local government, organizations, natural persons and business entities in the field of waste management. Chapter III regards database on waste, control and monitoring thereof. Chapter IV regards collection, transportation, recycling, disposal, destruction or removal of waste. Chapter V regards packaging, provisional storage, transportation and recycling of hazardous waste. Chapter VI regards economic regulation of waste management. Chapter VII regards waste generation. Chapter VIII lays down additional provisions.
