Sector ordering party is: 1) a public contracting authority that performs one of the sectoral activities established by this Law, 2) a business company in which the public contracting authority has a predominant influence, and which performs sectoral activities, or 3) another economic entity that performs sector activity on the basis of special or exclusive rights granted to them by the competent state authority or the competent authority of the local self-government unit.
