All issued permits shall be subject to mandatory state registration. This Law shall not be applicable to land ownership permits, permits for operation of international and foreign non-governmental entities, religious permits, residence permits and permits for manufacturing, import and export of firearms for military purposes. Permits shall be classified as special and ordinary. A special permit is valid for at least five years, and an ordinary permit is valid for at least three years.
