Entry into force notes
This Law enters into force on the date of its publication in the Official Gazette.
Resumen

This Law consisting of 77 articles aims at defining and organizing the Municipalities in Jordan concerning their boundaries, competencies, and organization. The Municipality is managed by a Municipal Council chaired by the Mayor (except f Greater Amman Municipality, the Aqaba Special Economic Zone Authority, and the Petra Development and Tourism Region Authority). The Municipal Council shall be mandated with the following functions (i) approve the balance sheet and the annual budget; (ii) prepare strategic and development plans and the needs assessment document; (iii) develop programs and follow up on their implementation to achieve sustainable development with the participation of local communities; manage all local services, facilities, and projects; (iv) create development projects that benefit the population; (v) carry out municipal planning, which includes constructing, canceling and modifying streets, maintaining, cleaning and lighting streets, giving them names or numbers, embellishing and landscaping them; (vi) monitor open lands and request their owners to build fences around them; (vii) identify locations of schools and places of worship; (viii) manage and organize water supply to inhabitants and prevent the pollution of springs, canals, basins, and wells; (ix) manage power and gas supply to the inhabitants and participating in identifying sites of transfer plants; (x) establish, manage and monitor sanitation systems and lavatories; (xi) organize public markets and identify the types of goods sold in each of them or prohibit their sale outside of them; (xii) organize crafts and industries and identify locations for each of them as well as monitor shops and businesses that cause disturbance or are harmful to public health; (xiii) contribute to the upgrading of public transport networks; (xiv) establish squares, gardens, parks, hammams, and areas for swimming; (xv) take precautions to prevent fires; (xvi) take precautions to prevent damage caused by flooding, and snow; (xvii) take the necessary measures to protect the lives of citizens; (xviii) take all precautions and measures necessary to maintain public health and prevent epidemics, and contribute to the development of public hospitals and other health facilities; (xix) establish museums, public libraries, and cultural, sporting, social, and art clubs; (xx) establish slaughterhouses and markets for the sale of animals, livestock, and birds; examine those to be slaughtered, and take precautions to prevent their affliction with diseases; (xxi) recycle, treat and dump waste; (xxii) determine locations and specifications for cemeteries, transport, and bury deceased persons; (xxiii) license signboards and advertisements; (xxiv) take decisions to demolish dilapidated buildings danger to public health; (xxv) monitor scales and weights in public markets, outside of shops and warehouses; (xxvi) construct buildings on land owned by the Municipality and rent, mortgage, sell and donate them; (xxvii) invest the movable and immovable properties of the Municipality; provide an investment-friendly environment by removing any impediments to investment; encourage competition in the practice of economic activities; (xxviii) organize and specify the opening and closing times of restaurants, cafes, clubs, playgrounds, theatres, cinemas, and public amusement parks. The municipality area may be divided into Local Councils whose functions are provided for in article 6.
