The Canton shall issue guidelines for land use planning and local authorities shall issue guidelines for its application. They shall also ensure the application of all legislation dealing with the environment. Article 40 deals with the conservation, care and configuration of landscape, nature protection regions, and cultural heritage. Regulations shall aim at conserving indigenous plants and animals and their living space, promoting and, wherever necessary, creating new space; promoting soil cultivation so as to conserve threatened living space of animals and plants. Special attention shall be devoted to all still and running waters and their vegetation, as well as rare wood reserves. To these ends, the Canton and local authorities shall establish protected zones, issue regulations concerning protection, configuration and conservation of such subject matter; make agreement as to their cultivation; and, finally, to bear related expenses in whole or in part. Part VII is devoted to public waters such as lakes, rivers, brooks and canals, groundwater, ponds, springs of brooks. All public waters are property of the Canton. Part V deals with land consolidation, land reform and land tenure in general.
