Resumen This Law consisting of 18 articles aims at allowing the government to transfer public funds to meet the urgent needs of Iraqis for food security, alleviating poverty, achieving financial stability in light of the global emergency developments, by providing services to citizens, raising their standard of living, creating job opportunities, maximizing the benefit from State resources, advancing development, resuming work on projects that have been stalled due to lack of financing, and proceeding with new projects. To this end, the Ministry of Finance created an account and allocated 25 trillion Iraqi dinars ($17.14 billion) for staple food supplies, gas and electricity, as well as payment of public servant salaries. Part of the amount will be destined, among others, to (i) finance the development of the Municipality of Baghdad (30%); (ii) develop regions of governorates that are not organized in a region and distributed according to population ratios and poverty for each governorate; (iii) the Ministry of Labour and Social Affairs for programs of social protection and people with special needs; (iv) Ministry of Agriculture for providing support in the following: seeds of wheat, barley, rapeseed, forage barley and yellow corn, fertilizers, feed purchase, combat desertification, pesticides, veterinary medicine, irrigation systems, and agricultural planes, payment of previous dues for seeds; (v) Ministry of Petroleum; (vi) The Ministry of Construction and Housing to rebuild areas destroyed following terrorist attacks; (vii) Ministry of Water Resources; (viii) Ministry of Education.
