This Law enters into force three months after the date of its official publication.
Resumen

The scope of this Law is to regulate relations in the field of potable water supply and effluent wastewater disposal. This Law does not apply to the production and sale of packaged drinking water using a trademark and service mark. Potable water shall be intended water that is safe for human health, prepared in accordance with sanitary rules, norms and hygiene standards, state standards, to meet the body's need for potable water, as well as sanitary needs. Potable water supply shall be intended supply of potable water to consumers through potable water supply networks and (or) transport. Industrial wastewater shall be intended wastewater generated during the manufacturing of products or the provision of services. Domestic wastewater shall be intended wastewater generated in the process of human life vital activities. Waste water shall be intended water generated as a result of consumption and (or) use of water and discharged through sewerage disposal networks. Wastewater disposal shall be intended the reception of wastewater in the sewerage disposal network, which is at the disposal of the potable water supply organization, and their discharge to wastewater treatment facilities. The main principles in the field of potable water supply and wastewater disposal are legality, openness and transparency, priority of the rights and legitimate interests of consumers, the introduction and development of modern information technologies. On the territory of the Republic of Uzbekistan, it is guaranteed to provide consumers with potable water of the established quality within the limits of consumption norms. The establishment of norms for potable water consumption is carried out in accordance with generally recognized standards and classifiers in the manner prescribed by law. The main directions of the state policy in the field of potable water supply and wastewater disposal are: (a) ensuring safe and reliable operation of potable water supply and wastewater disposal systems; (b) development and implementation of state and other programs in the field of potable water supply and wastewater disposal; (c) introduction of modern information and communication technologies and automated digitalization systems; (d) support for the introduction of resource-saving technologies; (e) protection of consumer rights, provision of quality services for potable water supply and wastewater disposal; (f) attraction of investments for the purpose of modernization of potable water supply systems and wastewater disposal and technical re-equipment of potable water supply organizations; (g) creation of a healthy competitive environment and development of public-private partnership; (h) control and monitoring of the full and timely implementation of regulatory legal acts; (i) organization of accounting for drinking water supply and wastewater disposal services; (j) ensuring compliance with the requirements of regulatory documents in the field of technical regulation; and (k) development of international cooperation. Management of a drinking water supply organization is carried out in accordance with its constituent documents and other documents adopted by the drinking water supply organization. Potable water supply organizations are responsible for: (a) failure to provide consumers with quality services of potable water supply and wastewater disposal in accordance with the law and the terms of the contract; (b) untimely provision of technical conditions for consumers to connect to potable water supply networks and wastewater disposal in the prescribed manner; (c) failure to warn consumers about checking water meters in a timely manner; (d) causing material and moral damage to life, health and property of the consumer; (e) untimely elimination of accidents within the boundaries of the operational responsibility of potable water supply organizations for the technical condition of drinking water supply systems and wastewater disposal; and (f) failure to fulfill other obligations imposed on potable water supply organizations in accordance with the law and the terms of the contract. Waterbodies that comply with sanitary rules, norms and hygienic standards, state standards, are put into operation primarily for the needs of potable water supply. Through sewage disposal networks, wastewater is uninterruptedly supplied from consumers to wastewater treatment facilities of drinking water supply organizations for subsequent neutralization and treatment. Domestic and industrial wastewater is received by wastewater treatment facilities, treated in accordance with environmental standards and regulations, and their safe use is ensured. Water users’ associations shall be classified as follows: (a) the first group – natural persons; (b) the second group - departmental housing stock and dormitories, budgetary organizations, religious organizations, embassies, diplomatic missions and equivalent international organizations accredited in the Republic of Uzbekistan, self-government bodies of citizens, organizations managing an apartment building, homeowners' associations, potable water supply organizations and heat supply organizations; and the third group - legal entities that are not included in the first and second groups. This Law contains 14 Chapters divided into 57 Articles. Chapter 1 lays down general provisions. Chapter 2 regards regulation in the field of potable water supply and wastewater disposal. Chapter 3 determines potable water supply organizations, their main tasks, rights and obligations. Chapter 4 establishes rights and obligations of the consumers. Chapter 5 regards selection and use of the sources of potable water supply and sanitary protection of potable water conservation zones and wastewater treatment facilities. Chapter 6 deals with preparation and supply of potable water. Chapter 7 deals with wastewater disposal and treatment. Chapter 8 regards implementation of projects in the field of potable water supply and wastewater disposal. Chapter 9 regards potable water supply and wastewater disposal services. Chapter 10 regards supply of potable water by transport. Chapter 11 regards water losses. Chapter 12 establishes tariffs for potable water supply and effluent wastewater disposal. Chapter 13 regards accounting for services provided in the field of potable water supply and wastewater disposal. Chapter 14 lays down final provisions.
