Entry into force notes
This Law, with the exception of Articles 30, 31, 32 and paragraph 14 of this Article, enters into force on 1 July 2021.
Resumen

This Law provides for the development of the use of alternative fuels in the transport sector in the Republic of Lithuania in order to implement the state transport, energy and climate change strategic policy objectives. The purpose of this Law is to reduce the impact of the transport sector on climate change and the air pollution in order to increase the share of renewable energy in the transport sector by 2030, compared to total final energy consumption in the transport sector, by 15 percent. The aforesaid objective shall be pursued through a consistent increase in transport sector of diversified energy sources by imposing obligations on suppliers for the supply of energy from renewable sources by increasing the use of advanced biofuels, promoting the use of electricity in transport through alternative fuels infrastructure development by increasing the number of clean vehicles registered in the Republic of Lithuania and setting requirements for public procurement in the transport sector. Alternative fuel shall be intended fuels, including fuels from renewable energy sources, and energy sources that can at least partially replace oil fuels in the transport sector: electricity, hydrogen gas, synthetic and paraffinic fuels, compressed and liquefied natural gas. This Law establishes the competence of various ministries and authorized institutions in the field of the use of alternative fuels. Suppliers of natural gas to the transport sector and to public electric cars operators must provide guarantees of origin of energy from renewable sources, proving that the fuel supply is from renewable energy resources to the end user. Municipal councils determine and periodically update low pollution levels as needed, zones in cities with the status of a resort or resort area with more than 50 thousand population, taking into account the recommendations for establishing low pollution zones, state environment air monitoring and/or municipal environment air monitoring data related to municipalities.
