This Law enters into force on 1 July 2018.
Resumen

This Law regulates the activities and management of Šventosios state seaport. The boundaries of the territory of the port land and the territory of the Palanga City Municipality are determined by the Government of the Republic of Lithuania. Šventonios state seaport shall perform the following functions: (a) to service recreational craft, small-size and sports vessels; (b) to service fishing vessels; (c) to service small cruise ships and passenger ferries; (d) to service ships of the State Border Guard Service of the Republic of Lithuania, specialized rescue vessels, oil spill collectors, fire and marine environmental protection, shipping and fishing control vessels, and floating craft of other state institutions; and (e) to perform primary processing of fish and promotion of trade. Port service companies that have concluded a contract with a municipality for operating in the port and port land users, that is, port users who have concluded an agreement with Palanga Municipality Administration Director (or authorized by another public servant of Palanga Municipality Administration) due to the leasing of port land, shall be authorized to perform harbor activities which correspond to the purpose of the port. The land of the port, the water area and the port infrastructure are the property of the State of Lithuania, which, by the Government resolution, is transferred for management, use and control thereof to Palanga city municipality. The port is open to international and domestic shipping. For vessels with nuclear power plants and nuclear weapons, access to the port is prohibited. Natural and legal persons, organizations and their departments operating, operating or operating in ports are required to comply with this Law and other requirements of the legal acts regulating port activity. Natural and legal persons, organizations and their departments operating in port shall provide premises for inspection bodies whose activities in the port are compulsory in accordance with the laws of the Republic of Lithuania. Functions of Palanga City Municipality as Port Authority: (a) to coordinate the protection of port area by port land users; (b) to ensure safe shipping in the port; (c) to rent the port land; (d) collect fees for port services; (d) to organize rescue work for people and ships in the port waters; (e) to prepare projects for port development, implementation thereof, research works and to advertise the port; (f) to implement measures for the prevention of pollution from ships and to organize the elimination of the consequences of pollution; (g) to monitor and maintain the design depths in the port waters, at berths and piers; (h) to construct, repair, reconstruct and renew the port infrastructure; (i) to organize and carry out port environment protection; and (j) to ensure the maintenance of the land of the port not being leased. Port activities related to shipping are provided by the Harbor Master, who is appointed and dismissed by the director of the administration of Palanga city municipality. This Law is composed of III Chapters divided into 22 Articles. Chapter I lays down general provisions. Chapter II regards regulation of port operations. Chapter III regards economic and commercial activities in the port.
