Resumen This Law establishes terms and conditions for ownership, use and disposal of state property and property of local self-government and, in particular, land, inland waters, parks and subsoil. The Act consists of 4 Sections divided into 24 articles: (1) general provisions; (2) purchase of state property and property of local self-government; (3) ownership, use and disposal of state property and property of local self-government; and (4) concession and writing off of state property and property of local self-government unfit for use. Ownership, use and disposal of state property and property of local self-government can be carried out by: (a) Bank of Lithuania, state bodies, institutions and organizations in accordance with laws and other legislative acts; (b) state enterprises; (c) local self-government in cases envisaged by the Article 10 of this Law; and (d) in cases envisaged by the Article 9 of this Law by other legal persons in accordance with trust management contracts. Municipalities manage, use and dispose of: (a)state property, which according to the takeover of state property of the Republic of Lithuania has been assigned to the property of municipalities by law on municipal property, but has not yet been taken over by them; (b) if state property assigned to municipal property is not used to perform municipal functions and/or the municipality refuses to take ownership of it in accordance with the procedure established by the Government, this property can be transferred by right of trust to manage, use and dispose of it for the manager of centrally managed state assets, the state institutions, state institutions, state enterprises and organizations. Regarding state real estate and the land plot assigned thereto (if the land plot is sold together with real estate), as well as other real estate, the organizer of the sale of the public auction is the centrally managed state property manager. As regards public auction of state real estate located in foreign countries, the organizer can be a state institution authorized by the Government, and municipalities (municipal administration). The ownership right to the property is fully transferred to the winner (buyer) of the public auction after settling for the sold immovable object or immovable property and the state property assigned thereto, including a plot of land (if the plot of land is sold together with real estate).
