Resumen The subject of this Law is to establish the basic principles for regulating business activities, as well as the procedure for revising regulations in accordance with these principles. This Law does not regulate business activities in the financial (banking and non-banking) sphere. The purpose of this Law is to create a legal framework favorable to the business environment and investment climate, conducive to socio-economic development. In this Law, regulation of business activities involves establishing rights, obligations, requirements and prohibitions in relation to entrepreneurs throughout their entire activity (from initiation to liquidation of a business), as well as regulating relations between public authorities, other bodies vested with regulatory and control functions by law, and entrepreneurs. In accordance with this Law, regulation of business activities is carried out on the basis of the following fundamental principles: (a) predictability of regulation of business activities; (b) transparency of decision-making and regulation of business activities; (c) analysis of the consequences of regulation; (d) material and procedural regulation of the initiation, conduct and liquidation of a case through legislative acts; and (e) the principle of fairness (proportionality) in relations between the state and the entrepreneur. A business activity is initiated and/or conducted on the basis of a permit if required by law. Permission means: permits, passes, certificates, conclusions, approvals, licenses, patents, qualification certificates issued by public authorities or bodies empowered by law with regulatory and control functions.
