Resumen This Law lays down rules for prevention, mitigation and remedy for any damage inflicted on people, animals, property, cultural heritage and the environment by emergencies caused by natural, ecological, industrial, social factors; strengthened resilience of human lives, animals, property, cultural heritage and the environment against the impacts of disasters, including earthquake, flood, landslide, avalanche, strong wind, forest fire, infectious disease; and the rational use of available state resources in order to ensure public security, maintain the continuation of the national economy, localize the emergency areas and alleviate the effects thereof. The Council of Ministers has the overall responsibility for civil emergency planning and response in Albania and this Law sets out other permanent and temporary structures at the national and local levels for civil emergency planning and response. Furthermore, in case of a national emergency an Inter-Ministerial Committee for Emergency Situation will be established. The Council of Ministers determines the structure, responsibilities and competence of the Directorate for Civil Emergency Planning and Response which shall prepare plans for civil emergencies and ensure its implementation. Moreover, the Civil Protection Base under the Ministry of Defence operates at the national level to respond to natural and other disasters and will be used for special rescue and other urgent operations to reinforce and ensure adequate response to emergencies. Article 27 sets forth the obligation of each citizen of Albania to participate in the civil emergency planning and response system. In addition, the economic entities and institutions which use, produce, transport or store hazardous substances in their activities shall be obliged to plan, organize and implement services for responding to emergencies within their area of activity.
