Resumen This Law determines the legal framework for the activities of state bodies, subjects in the field of organic production and regulates relations regarding production, circulation, labelling of the following types of organic products: (a) products of animal and plant origin, including aquaculture and beekeeping; (b) processed products of agricultural origin; (c) feedstuffs; (d) vegetative seed material and seeds for cultivation; and (e) yeast used as a food or feed product; and (f) products collected and processed from forest, wild plants and planting materials. It shall not be applicable to the production, circulation and labelling of organic products produced for individual personal consumption, products of hunting (game) and fishing. State support of organic production shall be provided in the following fields: (a) formation, consulting and methodological support of organic production operators; (b) creation of competitive conditions for the increase of organic production and promotion of organic products in domestic and international markets; (c) provision of benefits technical assistance and other support to organic production operators exporting their products; (d) adoption of programs for the development and financing of organic production, including credits and non-repayable subsidies; (e) organizing training for organic production operators in skills and innovative technologies for organic production; (f) assistance in conducting scientific research in the field of organic production; (g) access to information and knowledge on organic production; (h) development of organic production; and (i) creation of conditions for providing access to organic production operators to production, natural resources and other means of production. Operators of organic production must comply with the following rules: (a) use for the purposes of organic production only healthy animals and plants, as well as safe products and raw materials of animal and plant origin; (b) implementation of organic production without the use of synthetic chemical fertilizers, pesticides, antibiotics, hormones, agrochemicals, with the exception of those included in the list of authorized substances approved by the authorized state body in the field of organic production; (c) ban on the use of chemically synthesized additives, except for those included in the list of authorized substances; (d) ban on the use of GMOs and products made from GMOs or with the use of GMOs; (e) ban on the use of hydroponic production methods using chemicals that are not included in the list of permitted substances; (f) ban on the use of ionizing radiation for the processing of organic food, feedstuffs or raw materials used in organic food or feedstuffs; (g) preservation and maintenance of soil fertility; (h) minimizing the use of non-renewable natural resources and means of production; (i) processing of waste and by-products of plant and animal origin, obtained in the conditions of organic production, for use in crop production and animal husbandry; (j) maintaining the ecological balance with organic production; (k) protection of plants using plant varieties that are not the result of biotechnology, means of biological control (entomophages, biological products), as well as using a properly organized crop rotation; (l) application of mechanical and physical protection methods of agricultural plants from pests, weeds and diseases; (m) care for the health of animals by stimulating the natural immune defense of their body; (n) selection of animal breeds, taking into account the possibility and degree of their adaptation to local conditions, viability and resistance to diseases; (o) use of livestock grown in condition of organic production; (p) use of feedstuffs containing only agricultural ingredients of organic production; (q) conservation of biological diversity of natural aquatic ecological systems; and (r) creation of a buffer zone to protect against air and water pollution. This Law contains 9 Chapters divided into 34 articles. Chapter 1 lays down general provisions. Chapter 2 establishes rules for organic production. Chapter 3 regards certification of organic production. Chapter 4 regards labelling of organic production. Chapter 5 regards import and export of organic products. Chapter 6 establishes competence of state bodies in the field of organic production. Chapter 7 establishes rights and obligations of subjects of organic production. Chapter 8 establishes the responsibility for violation of legislation in the field of organic production. Chapter 9 lays down final provisions.
