This Law defines the legal framework for the production of organic agricultural commodities, certification thereof, regulates the relations arising between certification bodies, organic agricultural producers, natural persons and legal entities, authorized bodies in the field of production of organic agricultural commodities, and creates conditions for the development of the domestic market of organic agricultural commodities in order to meet the needs of the population and increase export thereof. Organic agricultural products shall be intended agricultural products produced in accordance with requirements of this Law without use of agrochemicals, pesticides, antibiotics, hormonal preparations, genetically modified (genetically engineered, transgenic) organisms, not subjected to ionizing radiation. Organic foodstuffs shall be intended foodstuffs produced in accordance with this Law containing at least 95 percent of organic food ingredients by weight in relation to all ingredients (except for alimentary salt and water). This Law classifies the following types of organic commodities: (a) agricultural commodities of animal and plant origin; (b) products of primary processing of agricultural plants, animal husbandry, aquaculture intended for consumption as food products or feedstuffs; (c) feedstuffs; (d) planting materials and seeds; (d) yeast used as food products or feedstuffs; and (e) aquaculture species. In the process of organic agricultural production, producers must comply with the following conditions: (a) use only healthy animals and plants; (b) production without the use of agrochemicals, pesticides, antibiotics, hormones; (c) exclusion of GMOs and products made from or with GMOs; (d) exclusion of hydroponic production methods; (e) ban on the use of ionizing radiation for the processing of organic food, feedstuffs or raw materials used in organic foodstuffs or feedstuffs; (f) ban on the use of chemical synthesized additives; (g) conservation and maintenance of soil fertility; (h) minimization of use of non-renewable natural resources and means of production; (i) recycling of wastes and by-products of plant and animal origin as a means of production in plant and animal production received under conditions of organic production; (j) preservation of ecological balance in organic agricultural production; (k) plant protection using biotechnologies (using plant varieties resistant to pests and diseases), biological means of control (using plant varieties resistant to pests and diseases), biological means of control (entomophages, biopreparations), as well as properly organized crop rotation; (l) application of mechanical and physical methods of protection of agricultural plants from pests; (m) preservation of animal health by stimulating natural immune protection of their organism, as well as by selecting appropriate breeds and methods of keeping animals; (m) selection of the breed of animals, taking into account their ability and degree of adaptation to local conditions, viability, resistance to diseases; (n) production of organic commodities of animal origin from animals whose keeping conditions meet the requirements of organic production; (o) use in animal breeding of feedstuffs consisting of agricultural ingredients derived from organic agricultural production, as well as from natural substances of non-agricultural origin; (p) preservation of biological diversity of natural water ecological systems, ensuring appropriate condition of surrounding water and terrestrial natural ecological systems in aquaculture production; and (q) creation of a buffer zone to protect against air and water pollution. Labelling of organic agricultural production shall be attested by a label of the established type on which there is a mark "organic production", the address of the manufacturer of organic agricultural commodities, the name of organic product, and also the name of the body which has issued the certificate, or logo thereof.
