This Law sets forth provisions on state energy programs, exclusive rights of the state, physical persons and non-state legal entities in the field of energy, management and control in the field of energy, requirements for the efficient use of energy, as well as materials and products of energy, issuance of special permit for activities in the field of energy, ensuring environmental protection, environmental safety and health requirements, responsibilities and compensation for damage, insurance, energy agreements, commercial and technical terms of trade, fuel reserve, property rights and responsibilities for violations of this Law. This Law covers (a) activities in the field of energy, (b) installation, construction and operation of facilities to carry out the specified activities herein, (c) conservation and efficient use of energy, as well as measures for prevention and reduction of negative impacts of activities on environment, and (d) legal principles of governance in oil, gas and electric sectors. This Law sets objectives of energy policy as (i) cost-effective production, transportation, distribution, storage, use and safety requirements of energy products, (ii) building resilient and efficient energy infrastructure and ensuring job creation by creating competition and preventing monopoly in the energy market, by carrying out activities on the basis of form of ownership, long-term contracts and special permit, by creating convenient conditions for local enterprises producing high-quality products, and by creating convenient conditions for adopting efficient and environmentally safe technologies, (iii) environmental protection, waste reduction, efficient use of energy and renewable energy resources, (iv) reduction of negative impacts on environment, (v) provision of subsidy to producers and consumers for increasing energy efficiency in the case of energy shortage, (vi) creation of legal and economic conditions conducive to investment, and (vi) development of state programs. This Law consists of VI sections containing 33 articles.
