It categorizes disasters in terms of coverage and intensity, with the Category 4 being a disaster beyond the country’s means; category 3 being a disaster which occurs in any District and is managed using the resources from the Ministry; Category 2 are disasters which occur in a District and which are managed with resources available in the District; and Category 1 is any disaster which has occurred in a sector and is managed using resources available in the sector. The Law sets out the following as principles guiding disaster management including; to act in the spirit of collaboration, mutual understanding and coordination; to promote humanism, impartiality and transparency; to consider all disasters that may occur, among others. It establishes some disaster management organs like the National Disaster Management Committee, the National Disaster Management Technical Committee, District Disaster Management Committee, Sector Disaster Management Committee and the National Platform for Disaster Management. The Prime Minister is charged by the Law with organising these agencies. The Law further charges the Ministry and organs to develop a warning system so as to prevent or mitigate the effect of disasters, as well as an information system to inform the populace about disasters. The Law, among other things, also provides for the modalities on rehabilitation and recovery after disasters, with people who suffered injuries or trauma following the disaster, people affected by the disaster, properties and infrastructure affected by the disaster, to get priority treatment with regards to rehabilitation and recovery programmes.
