Entry into force notes
This Law shall be effective within three months of its publication and shall enter into force on January 1, 2021.
Resumen

This Law defines the legal and organizational principles of monitoring, reporting and verification of greenhouse gas emissions and aims at fulfilling Ukraine's obligations under international agreements. The basic principles of monitoring, reporting and verification are: (a) legality; (b) completeness, transparency and accuracy of monitoring and reporting; (c) consistency, comparability and integrity of monitoring; (d) continuous improvement of the monitoring and reporting process; and (e) authenticity and independence of verification. The Law establishes powers of state bodies and institutions in the field of monitoring, reporting and verification of greenhouse gas emissions. Installations emitting greenhouse gas are subject to registration in the Unified Register. In order to fulfil the registration procedure, the operator submits an application, general information about the installation in the form specified by the procedure of state registration of installations in the Unified Register, and a document containing information about types and volumes of greenhouse gas emissions. According to the outcome of the registration procedure, the authorized body compiles an extract from the Unified Register and issues it to the operator or the person authorized thereby. In case of change of the data specified in the documents on the basis of which the registration procedure was carried out, the operator is obliged to contact the authorized body within 10 working days for amendments to the records of the Unified Register. The monitoring shall be applicable to greenhouse gas emissions as a result of the operator's installation activities. Monitoring shall be performed by the operator in accordance with the monitoring plan approved by the notified body in accordance with the acting legislation. The reasons for the operator to apply a standard or simplified monitoring plan shall be determined by the monitoring and reporting procedure for greenhouse gas emissions approved by the Cabinet of Ministers of Ukraine.
