The Law enters into force on the date of its official publication.
Resumen

The Law lists activities subject to licensing, establishes legal basis for issuing licences and has as its purpose compliance with standards and requirements set for the specified activities. The Law consists of 21 Articles dealing with the following matters: general provisions (art. 1); national legislation on licensing (art. 2); licensing principles (art. 3); licensing criteria (art. 4); governmental authority regarding licensing (art. 5); authority of licensing bodies (art. 6); licensing modalities (art. 7); period of validity of licence (art. 8); application (art. 9); granting or refusal of licence (art. 10); legalization of licences (art. 11); renewal (art. 12); supervision (art. 13); suspension and cancellation of licences (art. 14); registration of licences (art. 15); licensing fees (art. 16); list of activities subject to licensing (art. 17); special list of activities subject to licensing (art. 18); transitional provisions (art. 19); liability (art. 20) and coming into effect (art. 21). Licensing bodies have the authority to: (a) grant licences; (b) legalize licences; (c) suspend licences; (d) renew licences; (e) cancel licence; (f) registration of licences; (g) supervision over the compliance with licensing terms and conditions. A separate licence must be issued for each single activity. The period of validity of licence is five years subject to renewal. The following activities must be licensed: (a) manufacturing and trade of firearms, parts thereof and ammunition; (b) processing, transport, storage and trade of oil and natural gas; (c) hydropower generation; (d) survey and mapping; (e) cultivation of prohibited crops for research purposes; (f) ionizing radiation and radioactive substances; (g) hazardous waste; (h) pedigree breeding; (i) elite seed production; (j) manufacturing of alcohol and liquors; (k) forest and wildlife management.
