Resumen The purpose of this Law shall be to regulate relations pertaining to application of licensing fees for use of natural resources to citizens, business entities and organizations, determining the amount of funds to be allocated to the budget from revenues from environmental fees destined for environmental protection and restoration of natural resources. Natural resources requiring payment of environmental fees shall be intended wild flora (natural vegetation), water, forests and wild fauna. Mongolian nationals, foreign citizens, stateless persons and legal entities shall be charged mandatory environmental fees for the use of natural resources. Licensing of the use of natural resources shall be regulated by the relevant legislation. Use of the following plants shall require payment of environmental fees: (a) rare and endangered plant species; (b) hydrous plant species; and (c) common plant species. Use of the following freshwater resources shall require payment of environmental fees: (a) potable water and mineral water; (b) domestic and industrial water supply; (c) industrial water use; (d) public water supply; and (e) water used for navigation and as natural habitat for aquatic animals and plants. Use of the following timber and non-timber products shall require payment of environmental fees: (a) timber and fuelwood; and (b) edible nuts, mushrooms, soft resin, seeds, birch juice and brush wood. Use of the following wild fauna resources shall require payment of environmental fees: (a) game destined for hunting; (b) wild fauna species used for research, scientific and cultural purposes. This Law consists of VII Chapters divided into 25 Articles. Chapter I lays down general provisions. Chapter II establishes the categories of environmental resources requiring payment of environmental fees. Chapter III establishes the procedure for the calculation of environmental fees. Chapter IV regards assessment of economic and ecological value of environmental resources requiring payment of environmental fees. Chapter V regards exemptions form payment of environmental fees.
