This text entered into force fifteen days after the day of its publication in the Official Gazette (published on 22 April 2020).
Resumen

This Law defines the procedures and the state body responsible for completing the processes of temporary administrative-legal registration of ownership titles for real estate in state and private ownership in the Republic of Albania, as well as inventory, their transfer, treatment and final registration. The purpose of this Law is: 1. Creation of a simplified and harmonized legal basis for the completion of transitional processes in administrative-legal treatment of state immovable property and private property, while determine the rates for: a) registration of ownership titles, given according to legal and by-laws on ownership on agricultural land, approved before the entry into force of this Law; b) completion of the process of transfer to ownership, without compensation, to land users of agricultural land of former cooperatives and former agricultural enterprises; c) legalization and registration in the public register of real estate, constructions without permits, buildings and functional lands, when the deeds of ownership are missing, as well as yards in use; d) the regulation of property relations in the territories designated as "stimulated areas, with prioritizing the development of tourism", which are made available to "stimulated persons”; d) the completion of the inventory process of the state's immovable properties, the updating of inventories of immovable properties of the central government and those transferred to units of local self-government before the entry into force of this Law, as well as registration in the public register; e) dealing with overlaps and problems created as a result of material errors, irregularities in the implementation of the law or inaction of state bodies in the field of ownership of real estate; e) completion of ownership transfer procedures for: 1) unprivatized plots of privatized buildings according to Law no. 7512, dated 10.8.1991, "For the sanctioning and protection of private property of free initiative, of independent private activities and privatization" (which is abolished); 2) non-privatized plots of buildings sold by state-owned enterprises prior to entry into force of the above mentioned Law no. 7512; 3) non-privatized lands, on which buildings have been erected, based on building permits issued by local government bodies, after 10 August 1991 onwards, as well as the lands of objects or buildings former property of former agricultural cooperatives, the sale of which is realized by former agricultural cooperatives or local government bodies. 2. Coordination of the transitory processes, provided for in it, with the property treatment process, provided in the legislation for the treatment of the property and the completion of the compensation process of properties. 3. Standardization and unification of cartographic documentation for property registration in the public register of real estate.
