Resumen

This Law establishes legal, social, organizational, financial and economic basis in the sphere of veterinary practice and is aimed at protection of the population against diseases common to human beings and animals, ensuring epizootic well-being, animal welfare and veterinary and sanitary safety of the national territory. Veterinary drugs shall be considered biological, herbal, chemical-pharmaceutical and other drugs, intended for diagnostics, immunoprophylaxis and treatment of animals. Veterinary and sanitary measures - a system of measures aimed at preventing the emergence and spread of infectious and mass non-infectious animal diseases, protection of people from diseases common to humans and animals, prevention of damage caused by animal diseases. Veterinary supervision - procedure to ensure compliance with veterinary and sanitary requirements. Veterinary practice shall be performed in accordance with the following principles: (a) prevention of damages to human and animal life and health, environment and property of natural and legal persons; (b) prophylaxis of animal diseases by means of veterinary arrangements; (c) scientific substantiation and economic efficiency of veterinary arrangements; (d) reliability, transparency and accessibility of information on epizootic situation; (e) accessibility of veterinary services; (f) protection of animal health; and (g) fee-based veterinary services performed by private veterinary practitioners. The main tasks in the field of veterinary medicine shall be as follows: (a) protection of public health from diseases common to animals and human beings; (b) protection of animal health from diseases and provision of epizootic well-being; (c) protection of the territory of the Kyrgyz Republic from introduction and spreading of infectious and exotic animal diseases; (d) control over safety of products, raw materials of animal and plant origin, veterinary drugs, feed and feed additives, as well as environmental protection measures; (e) development and use of modern, scientifically grounded methods of diagnosis and control of animal diseases; (f) timely implementation of anti-epizootic measures; (g) development of veterinary science, basic and continuous veterinary education. State veterinary supervision is exercised over manufacturing, storage, transportation, processing and trade of products and raw materials of animal husbandry, veterinary medicines (veterinary drugs), feed and feed additives, as well as imported, exported and transported, including transit, through the territory of the Kyrgyz Republic of commodities and cargo, subject to inspection by the state veterinary supervision authority. This Law consists of 10 Chapters divided into 32 Articles. Chapter 1 lays down general provisions. Chapter 2 regards the system of veterinary medicine in the Kyrgyz Republic. Chapter 3 regards veterinary and sanitary measures, and participation of parties. Chapter 4 regards state veterinary supervision. Chapter 5 regards Veterinary Statutory Body of the Kyrgyz Republic. Chapter 6 regards private veterinary practice. Chapter 7 regards financing of veterinary medicine. Chapter 8 establishes liability for the infringement of the legislation on veterinary. Chapter 9 regards international cooperation. Chapter 10 lays down final provisions.
