Resumen This Law defines the organizational, legal, economic and social bases for ensuring seismic safety in the Republic of Tajikistan. Seismic security - safety of life of people, infrastructure, objects of national economy and the environment from the dangers arising from the earthquake. Early warning system of earthquake - the organizational and technical integration of forces and specialized technical means of notification and communication systems, as well as channels of territorial and departmental communication networks that provide the transmission of warning signals and information about earthquakes. Seismic security of buildings and structures shall be ensured in compliance with current norms and rules of earthquake-resistant construction, as well as technical regulations, land-use planning schemes and master plans. The main objectives of seismic security shall be as follows: (a) implementation of the state seismic security policy by the authorized state body on seismic security; (b) ensuring the priority of the principles of preparedness, early warning and mitigation of consequences in the national and international policy on seismic safety; (c) equal priority of all elements of seismic risk reduction; (d) involvement in the implementation of state and intergovernmental programs to reduce seismic risk of state bodies, self-government bodies of villages and villages, and civil society; and (e) involvement of international organizations in the implementation of government programs to reduce seismic risk. This Law consists of 7 Chapters divided into 29 Articles. Chapter 1 lays down general provisions. Chapter 2 regards state management of seismic security. Chapter 3 regards seismic risk evaluation. Chapter 4 regards assessment and reduction of seismic risk. Chapter 5 establishes rights and duties of natural and legal persons for ensuring seismic security.
