This Law enters into force after its official publication.
Resumen

This Law regulates public relations in the field of law-making activity, determines its basic principles, concepts, types, system, correlation between normative legal acts, legal force, the general procedure for their development, examination, adoption, publication, accounting, state registration, action, interpretation and systematization, as well as ways to resolve legal conflicts. Analysis of the influence of regulation shall be intended the adoption of a normative legal act based on real evidence of determining positive and negative socio-economic consequences, taking into account the observance of human rights and freedoms, the interests of entrepreneurs and the state. Law-making activities are carried out on the basis of the following principles: (a) compliance with the Constitution of the Republic of Tajikistan; (b) priority of human and civil rights and freedoms; (c) legality; (d) the priority of the norms of the Constitution of the Republic of Tajikistan, laws adopted by popular referendum and international legal acts recognized by Tajikistan in relation to laws and subordinate normative legal acts; (e) justice; (f) publicity and transparency; (g) scientific approach; (h) professionalism; and (i) consideration of public opinion. Restriction of the rights and freedoms of a person and a citizen in law-making activities is carried out through the law only in order to ensure the protection of the rights and freedoms of others, public order, the protection of the foundations of the constitutional order, state security, national defense, public morality, public health and territorial integrity.
