Resumen This Law, consisting of 28 articles divided into five Chapters, provides for the policy on maritime safety and for preventing marine pollution. It institutes and regulates the National Maritime Safety System identifying also its managing bodies. Particular attention is paid to the reference of all applicable international treaties. The State shall ensure the safety of navigation, vessels, maritime and port traffic and all economic and leisure activities related to the sea, including the safeguard of human life at sea, welfare ships and the prevention of pollution of maritime waters under national jurisdiction. The policy on maritime safety and the prevention of pollution of the sea consists of a coherent set of principles, guidelines and measures for the continuous pursuit of the above mentioned provisions. The National Maritime Safety System is the institutional framework constituted by entities that, with coordination, executive or consultative functions, exercise power of State authority in the field of maritime safety and the prevention of pollution of the sea.
