It lists its purpose as to prevent minors from any contact with tobacco; to inform, educate and communicate to the public on the health, environmental, economic and social consequences of smoking and use of tobacco products; to preserve and promote the right of non-smokers to live in a smoke-free environment; to eliminate illicit trade in tobacco and counterfeiting; and to motivate smokers to quit smoking and provide rehabilitation for those who stop smoking. The Law provides that tobacco growers (for commercial purposes), manufacturers, importers and exporters all require a permit and authorization prior to carrying out these activities. The Law further restricts the contents of tar, nicotine and carbon monoxide contained in a cigarette and the quantity of tobacco for travellers entering the country. It prohibits the sale of tobacco and tobacco products in certain premises including health facilities, pharmacies, schools and sports/leisure grounds. In addition to prohibiting the usage of tobacco by persons less than 18 years, it further provides that such minors shall not be involved in the buying, selling and exchanging of tobacco and tobacco products. Generally, it prohibits smoking in public places and provides that public places may designate smoking areas with appropriate notices. The Law highly restricts the advertisement, sponsorship and promotion of tobacco; all forms of advertisement involving free-of-charge distribution are outlawed and advertisements during sports or cultural events are outlawed. In addition, tobacco manufacturers are to put warning imprints on the package of tobacco and tobacco products. The Law contains a chapter for sanctions; this range from fines, seizure of products to prosecution under the Penal Code. Texto completo Inglés
