In particular, the Regulations lay down provisions relating to the construction and inspection of large fishing vessels. Section 8 establishes that subject to subsections (2) and (3), before the construction of any fishing vessel is commenced, the owner or the builder on behalf of the owner shall submit for approval, in quadruplicate, the plans and data as set out in Schedule I, and if the construction of the vessel is commenced before approval is obtained, the owner shall make such alterations as are required by the Board in order to comply with the conditions of approval. The text – consisting of 42 sections – deals, inter alia, with the following matters: exemptions and special requirements, machinery controls, steering gear, control of loaded fish nets, boiler, steam engines and steam auxiliaries, internal combustion engines, underwater fittings, first inspection of new construction, periodic inspections and continuous inspection.
