If land is suitable for development, the vendor of that land shall pay a development levy (sect. 4). The commencement of development requires permission from the Authority (sect. 5), and application for permission must be accompanied by maps and plans (sect. 6). The decision of the authority to refuse permission is subject to appeal with the Minister (sect. 11). For the preservation of amenities, the Authority may serve a notice to the owner or occupier of land to abate the injuries done to amenities (sect. 17). Schedule 1 lists certain developments that may be undertaken without permission from the Authority.
