When land plots are extremely small and not allowing the implementation of irrigation techniques; when some plots in a project area could not access to roads and canals; if new canals and roads in a project would cut plots, then land aggregation is considered necessary. Final decision will be given by the government, upon a proposal by the Ministry of Agriculture and Rural Affairs. Project administrations are obliged to consult the land owners prior to aggregation decision. Decision given by two-third of the owners is binding for all owners in a project area. Aggregation implementation details are given in the rule. Texto completo Turco
