Joint Order of the Ministry of Agriculture and of the Ministry of Economic Development and Trade validating the Regulation on criteria of risk evaluation in the sphere of phytosanitary, veterinary and sanitary safety of pedigree stockbreeding, grain and cotton market, and seedgrowing.

This Joint Order establishes that phytosanitary risks shall be classified in three groups: (a) high risk – activities for manufacturing of pesticides (toxic chemicals) and application thereof; (b) medium risk – activities for registration and production testing of pesticides (toxic chemicals), storage, trade and transportation thereof; and (c) low risk – recycling of prohibited and unfit pesticides (toxic chemicals) and packages for them. Veterinary risks related to pedigree stockbreeding shall be classified in three groups: (a) high risk – stud farms and pedigree stockbreeding farms; (b) medium risk – pedigree centres and distribution centres; and (c) low risk – natural and legal persons rendering assitance in animal reproduction and evaluation of pedigree quality of agricultural animals. Risks in the sphere of grain and cotton market, and seedgrowing shall be classified in three groups: (a) high risks – grain processing enterprises for storage of state grain resources and barn floors; (b) medium risks – grain processing enterprises for storage of grain of other owners (non-governmental), barn floors and cotton processing enterprises; and (c) low risk – grain exporters, seed quality, grain quality and cotton quality testing laboratories.
