Entry into force from the date of issue.
Resumen

State registration of potentially hazardous chemical and biological substances shall be carried out by the Russian Register for the purpose of exposure, accumulation of physico-chemical, toxicologo-hygienic and ecologo-toxicological and other information, registration and regulation of the afore-mentioned substances for the purpose of prevention of hazardous impact thereof on human health and environment. Potentially hazardous chemical and biological substances shall be considered single substance (compound) of natural or artificial origin capable of producing negative impact on human health and environment in the process of processing, application, transportation, transformation and under domestic conditions. All single chemical and biological substances (compounds) including those which make part as components of mixtures manufactured and (or) applicable on the territory of the Russian Federation and also imported from abroad shall be subject to compulsory state registration. Substances containing admixtures forming in the process of manufacturing or application shall be registered as single substances. The document consists of 2 sections. Section 1 lays down general provisions. Section 2 establishes the modalities of state registration.
