Resumen This Law consisting of 31 articles aims at establishing the Integrity Commission with the main goal of (i) contributing to preventing and combating corruption; and (ii) adopting transparency in managing governance affairs at all levels by (1) investigating corruption cases; (2) following up on corruption cases that are not investigated by the Commission’s investigators through an official agency issued by its chairman; (3) developing a culture, in the public and private sectors, that values integrity, respect for public service ethics, and the adoption of transparency, accountability, and interrogation, through public awareness and education programs; (4) preparing draft laws that contribute to preventing or combating corruption; (5) enhancing the Iraqi people's confidence in the government by requiring its officials to disclose their financial receivables, their foreign activities, investments, assets, gifts, or significant benefits that may lead to conflicts of interest; (6) issuing conduct regulations that include rules and standards for ethical behavior to ensure the correct performance of the duties of a public office; (7) carrying out any activity that contributes to combating or preventing corruption. The Chairman of the Commission shall (i) establish the general policy and its management; (ii) propose the annual budget; (iii) appoint and discipline the Commission employees; (iv) issue the regulations for the disclosure of finance receivables; (v) issue a code of conduct; (vi) issue the internal system of the Commission's departments. Article 10 lists the different departments of the Commission. The Commission has the power to investigate any corruption case by one of its investigators under the supervision of the competent investigating judge (art.11a). Article 17 indicates who are the people mandated to submit a financial disclosure report due to their public position. The Commission performs its duties in the field of preventing and combating corruption in cooperation with the Financial Supervision Bureau and the offices of the inspectors general (art.21).
