Resumen

This Instruction implements the International Convention for the Prevention of Pollution from Ships (MARPOL Convention), Convention on the Prevention of Marine Pollution by Dumping of Wastes and Other Matter, the Convention on the Protection of the Marine Environment of the Baltic Sea Area and the Convention on the Protection of the Black Sea Against Pollution. Instruction establishes general rules of reporting, envisaged by the Russian legislation and international agreements concluded by the Russian Federation, regarding discharge or possible discharge of oil and hazardous substances from ships and other objects (floating objects, artificial islands, plants and constructions), infringements of the regulations on the prevention of marine pollution and disclosed pollutant spills irrespectively of their origin. The document consists of 6 Secs. Section 1 lays down general provisions. Section II establishes general requirements and principles of reporting marine pollution. Section 3 regards reporting from ships and other floating objects. Section 4 regards reporting from airplanes. Section 5 regards reporting from artificial islands, plants and constructions. Section 6 regards further reporting.
