The establishment of the Institute is based upon an Agreement between U.N. Agencies, other international organizations, and the Government of Trinidad of 6 May 1963 a plan of operation signed by UNDP and Trinidad on various dates in June 1974. The objects of the Institute include: (a) to develop and implement programmes and projects to implement the marine and related policies of the Government; (b) to develop and execute programmes and projects that foster and encourage regional and international collaboration in the exploitation of the marine and other related areas of the environment; and (c) to promote the utilization and conservation of the marine resources for the economic and social benefit of Trinidad and Tobago and to enhance the national capabilities.
