The “Conservancy", i.e. the special committee appointed by the Commission, under the provisions of rule 6 of the Ancient Monuments Rules, to control and administer the Area, may grant to any person or class of persons a written permit empowering such person or class of persons to do any act which would otherwise be prohibited by the provisions of these By-laws. By- law 4 lists acts prohibited within the Area. They include, among other things, hunting of wild animals, taking fish in any river, stream or pool by any method other than by rod and line, carrying or using of any firearm, bow, arrow, spear, trap or other specified hunting gear, grazing cattle or other domestic animals, clearing, cultivating or breaking up land for cultivation or for any other purpose; harming any tree, shrub, flower or other vegetation; pollution and removal of stones, gravel or sand. Any person guilty of an offence against these By-laws shall be liable to a fine not exceeding the sum specified.
