It provides rules with respect to reserved, forests, waste lands, and regulates the use of forest resources and the handling of timber. "reserved forests" are forests demarcated as such at first and second regular settlements in the Hazara District including the Agror Valley (sect. 2). Forest reserves shall be property of the Government and shall be managed by forest officers appointed by the local government (sects. 3 and 4). Forest officers may stop public or private roads or watercourses in reserved forests (sect. 8). Section 9 prohibits a series of acts in reserved forests. "Waste lands" include all uncultivated land except reserved forests. Section 12 provides for rights in wastelands including the use of forest produce. the Deputy Commissioner of the Hazara District shall have the power to control use of wastelands and in order to protect catchment basins, slopes, banks and beds of rivers, etc (sect. 13). Various provisions prescribe measures to protect soil of uncultivated land including control of cultivation on slopes and use of wells. The remaining sections of this Act deal with trade in timber, transport of timber, disposal of unclaimed timber, cattle trespass (sects. 48), appointment of forest officers, and prescribe offences and penalties.
