The immediate objectives of the Guidelines are to: 1. Elaborate the provisions incorporated in National Water Policy, 1999 in respect of stakeholder participation/involvement. 2. Make available harmonized Guidelines for Participatory Water Management for application in the field. 3. Increase/improve stakeholder participation/involvement in water management. 4. Give the local stakeholders a decisive voice at all stages of water management. 5. Raise environmental awareness among the local stakeholder and the implementing agencies involved with participatory water management. The long term objectives of the Guidelines are to: 1. Develop capacity of the local stakeholder's participatory water management; 2. Gradually establish ownership of local stakeholders in water resource management; 3. Achieve sustainable participatory water management. The Guidelines cover: participatory process, water management organizations, capacity development and monitoring.
