Kenya’s agricultural sector is characterized by gender inequalities which hurt the performance of the sector. The guide identifies that the gender concerns transcend the different areas of the agricultural sector and attempts to address at all levels including institutions, programs and households. The approach suggested by the guide is based on four pillars; a political will, technical capacity, accountability and organizational culture. Political will reflects the way in which leaders use their position of power to communicate and demonstrate their support towards gender equality. Technical capacity is about the ability, qualifications and skills of individuals in the practical aspects of gender integration. Accountability is about the mechanisms by which an organization determines the extent to which it is actively integrating gender equality in its programs. Organizational culture addresses norms, beliefs and codes of behaviour in an organization that supports or undermines gender equality. The plan advocates the use of existing gender analysis tools by program teams and communities in engendering programs and projects; the use of gender sensitive monitoring and evaluation to unravel the extent to which a project has addressed the needs of men and women and has made impact on their lives and overall social and economic wellbeing.
