The Strategy articulates the vision and resources required to lift Haiti out of poverty and destitution, and it has the following priority pillars: growth vectors, human development, and democratic governance. These three pillars are supported by twelve targeted or cross- cutting thematic areas, namely: gender equity; human rights; the environment; disaster and risk management; combating HIV/AIDS; scientific and technological innovation; childhood poverty; youth employment; local border development; and capacity-building.
