The scope of territorial hunting management and planning shall be to ensure sustainable living of the populations of wild fauna species subject to hunting (game), protection of habitats thereof and sustainable hunting. To the purpose of regional hunting management and planning shall be consideration of local indigenous peoples of the North that manifest considerable interest to the conservation of traditional nature management. Hunting grounds shall be located on forest fund land, agricultural land, land of water fund and reserve land and shall be classified as follows: (a) hunting grounds managed by legal persons and individual entrepreneurs; and (b) generally accessible hunting grounds to natural persons that have the right to free stay there and hunting therein. Generally accessible hunting grounds must have area no less than 20 percent of total hunting area at the regional level. The main objectives of hunting grounds shall be as follows: (a) maintenance of ecological stability of natural habitats of game; (b) reproduction in natural environment of precious renewable hunting resources; (c) maintenance of healthy natural environment for promotion of hunting tourism and recreational activity; (d) implementation of ecological and educational programs; and (e) scientific research.
