Resumen The rules for the felling of particularly valuable timber species in the Kyrgyz Republic define the felling procedure based on the conclusion of the state executive body, which ensures the implementation of a unified policy in the field of environmental protection. The applicant shall submit to the authorized state body an application for authorization for felling of especially valuable tree species. The application shall specify: (a) full name and address of the applicant (for legal entities), surname, name, patronymic and place of residence of the applicant (for natural persons); (b) contact details (phone, fax, e-mail); (c) administrative unit (region, district, local self-government), on the territory of which felling will be performed; (c) terms of the proposed felling of especially valuable tree species; (d) volumes of especially valuable tree species subject to felling. The following documents shall be attached to the application: (a) for legal entities - notarized copy of the document confirming the state registration by the judicial and tax authorities of the Kyrgyz Republic; (b) for individuals - notarized copy of the passport and the document confirming the registration by the state statistics authorities; (c) positive conclusion of the state environmental expertise of the authorized state body on the project documentation on the planned activities on the land plot with particularly valuable wood species, except for the cases indicated in paragraph 29 of these Rules; (d) the act of survey of a site in the form approved by the authorized state body; (e) registration list of plantations in the form approved by the authorized state body; (f) forest inventory project made with calculations of losses (including loss of profit) and losses of forestry production, if especially valuable tree species grow on the lands of the state forest fund and other categories of the land fund, except for the cases indicated in paragraph 29 of these Rules; and (g) forest inventory report prepared with calculations of losses (including lost profit) and losses of forestry production, if especially valuable tree species grow outside the territory of the state forest fund, except for the cases specified in paragraph 29 of these Regulations. Felling of especially valuable tree species associated with clearing of forest areas during construction and blasting works, laying of cables, pipelines, transport highways and other communications, scientific research, geological study and industrial development of subsurface resources, is carried out in the form of strips or blocks by means of clear cutting of forest in accordance with the rules of felling in the Kyrgyz Republic, approved by the authorized state body. After the completion of the felling of particularly valuable tree species, the inspection and assessment of the state of the felling site where the felling of forest stands is completed is carried out by the authorized state body to confirm the conformity of the felling performed to the issued conclusion. The resulting timber and cutting residues are used at the discretion of the applicant after harvesting of particularly valuable timber species. In the process of felling of especially valuable tree species the following shall be prohibited: (a) damage to forest plantations, vegetation and soil outside the allotted forest area and the relevant protective zone; (b) littering of the territory outside the allotted forest area with construction and domestic garbage, wood residues, other types of waste; (c) contamination of the felling area and the territory outside it with chemical and radioactive substances; and (d) passage of vehicles and other mechanisms along arbitrary, unidentified roads outside the allotted forest area in the places of growth of forest stand.
