Resumen

This Governmental Decree establishes that the Ministry on land reclamation and water resources management is the central body of executive authority in the field of water resources management and land reclamation, carrying out functions related to development of uniform state policy and legal regulation in the field of irrigated land reclamation, operation and maintenance of water management facilities (waterworks), operation and maintenance of waterworks, formation, use and protection of water resources, construction, rural water supply and watering of pastures. The Ministry shall be responsible for integrated management and use of basin water resources, accounting and rational use of water resources, state support for maintenance and operation of pump irrigation equipment, compilation of water balances and schemes of integrated water resources distributed by river basins, territories and the national territory, monitoring of waterbodies together with other authorized institutions and keeping State water register. The Ministry shall he the right to restrict water users’ rights in case of application of urgent measures for the prevention of natural disasters caused by negative impact of water and mitigation of the consequences thereof, restrict or stop water use in case on non-payment of water charges of in case of systemic violations of the contractual arrangements for water uses.
